Scale, Scope and Irremediable Character: How to Assess Severity under GRI

A practical severity model with worked environmental, workforce, community and product examples, scoring anchors and reviewer questions.

The answer, before the reasoning

Under GRI, the severity of an actual or potential negative impact is determined by three characteristics: scale, scope and irremediable character. Scale asks how grave the harm is; scope asks how widespread it is; irremediable character asks how difficult it is to counteract or make good the harm.

The dimensions can be interdependent, but they should remain analytically distinct. Any one can make an impact severe. Organisations may use scoring anchors to support consistency, but the final judgement must preserve qualitative evidence, context and extreme results rather than averaging them away.

Irremediable character How hard is it to restore people or the environment to a situation equivalent to that before the harm? Reversibility; time needed; feasibility of restoration or compensation; loss of unique resources; continuing effects; barriers to remedy. — Management effort or cost to the organisation. Expensive remediation may still be possible; cheap compensation may still be inadequate.

<p>Any one of the three characteristics can make an impact severe. They are often interdependent: greater scale or scope can also make an impact harder to remediate. This is why a model should retain each dimension and a narrative rationale.</p>

How to assess scale

Scale is the gravity of the harm, not the size of the organisation’s financial exposure or the amount spent on a response. The same activity can produce different scale depending on context. GRI 3 uses water withdrawal to illustrate this: harm can be graver in a water-stressed area than in an area with abundant resources. Breach of human rights, fundamental rights at work, law or authoritative intergovernmental instruments can also indicate greater scale.

Describe the affected interest precisely: health, life, income, cultural rights, ecosystem function, species habitat, privacy, product safety or another interest.

State the intensity and duration of the harm, including whether effects are temporary, recurring, chronic or permanent.

Consider vulnerability. The same operational change can be graver where affected people have fewer alternatives, limited access to remedy or heightened exposure.

Avoid replacing scale with a compliance flag. A legal breach is important evidence, but the impact assessment should still explain the harm caused or that could be caused.

How to assess scope

Scope is the reach of the impact. It can be expressed through people, geographic extent, ecological area, value-chain coverage, duration or product population. The appropriate unit depends on the impact statement. A percentage can be more meaningful than an absolute number where populations differ, but both may be needed to understand the reach.

Use the denominator: 400 workers affected means something different in a workforce of 450 than in a workforce of 40,000.

For environmental impacts, identify the affected receptor and spatial unit - for example, a river reach, catchment, habitat type or airshed - rather than only the facility footprint.

For product impacts, estimate the installed or sold population, exposure duration, user groups and distribution channels.

For supply-chain impacts, distinguish a confirmed site-level impact from a broader exposure pattern supported by supplier, commodity or geography data.

How to assess irremediable character

Irremediable character concerns the ability to counteract or make good the harm. It is not a binary label. A harm can be partly remediable, take decades to restore or be impossible to reverse in kind even where financial compensation is available. The assessment should consider the affected stakeholder’s perspective and the actual form of remedy, not only what the organisation can fund.

Can the previous condition be restored, and within what time?

Would compensation address the loss, or only provide a different benefit?

Are there unique, non-substitutable or culturally significant resources?

Do health, livelihood, ecological or social effects continue after the causal activity stops?

Are practical, legal, evidential or power barriers likely to prevent affected people from accessing remedy?

Environmental damage - solvent release into a wetland High where the release kills sensitive species and impairs an important ecosystem function. Workforce incident - one contractor fatality Extreme because the harm is loss of life. Community displacement - access road expansion High where people lose homes, livelihoods, cultural ties or security. Product impact - battery overheating Ranges from minor property damage to severe injury or death; define the credible harm pathway. 4 Very grave harm, major rights interference, substantial ecological damage or lasting health effect. Widespread across a region, workforce, supplier group or large product population. — Restoration is difficult, takes years or leaves major residual harm.
5 Loss of life, catastrophic or fundamental-rights harm, destruction of critical or unique ecological/social value. Systemic, very extensive or affecting a whole vulnerable population or ecosystem. — Irreversible or cannot be made good in kind; remedy cannot return the affected party to an equivalent position.

In practice

Avoiding double counting and false precision

Problem Example Better treatment
One fact used in every dimension “200 workers were exposed” is used to increase scale, scope and irremediability. Use the number principally for scope. Explain separately why the exposure is grave and whether harm could be made good.
Duration counted twice A ten-year effect is used as both high scale and high irremediability without explanation. State whether duration increases the gravity of lived harm, makes restoration difficult, or both; explain the distinct mechanisms.
Arithmetic compensation Scores 5, 1 and 1 average to 2.3 and are treated as moderate. Retain the extreme dimension and require review. Use the score as an index, not the conclusion.
Decimal theatre Assessors debate 3.6 versus 3.7 despite uncertain evidence. Use ranges, evidence confidence and narrative anchors. Round only after the decision is documented.
Comparing to global totals A company calls its emissions insignificant because they are a tiny share of global emissions. Compare the impact with the organisation’s other impacts, while using sustainability context to explain the wider threshold or ecological limit.

How to compare impacts of different types

GRI requires relative prioritisation across the organisation’s impacts, but not conversion of all harms into one common monetary unit. A cross-impact review should compare the strength of the evidence and the severity characteristics while preserving the nature of the harm. The question is not whether a fatality “equals” a hectare of habitat loss. It is whether each impact is among the organisation’s most significant impacts and whether the threshold logic treats extreme harm consistently.

1. Write a specific impact statement with affected people or environmental receptor, activity or business relationship, and time/location context.

2. Classify the impact as actual or potential and negative or positive before applying severity logic.

3. Assess scale, scope and irremediable character independently using evidence and specialist input.

4. Record context, affected vulnerability and evidence confidence.

5. Apply any extreme-dimension or human-rights escalation rule before calculating an aggregate index.

6. Compare the impact against the organisation’s other identified impacts using an impact review panel with relevant expertise.

7. Group impacts into topics only after ensuring that a severe sub-impact will remain visible.

8. Retain disagreements, assumptions and the basis for the final ranking in the decision log.

Common mistakes

Treating scope as a proxy for all severity: a harm affecting one person can still be extreme.

Assessing the cost to the organisation rather than the gravity for affected people or the environment.

Calling an impact remediable because compensation is possible, without asking whether the original loss can be made good.

Using generic global anchors that ignore location, vulnerability, ecosystem condition or sector context.

Grouping impacts too early and assigning one average severity score to fundamentally different harms.

Hiding uncertainty behind decimals rather than recording ranges, evidence confidence and the judgement made.
