Who counts as a 'Source' under Federal Decree-Law No. 11 of 2024?

Article 1 defines Sources very broadly — public and private legal persons, as well as individual enterprises, whose operations or activities result in greenhouse gas emissions. So most organisations with fuel combustion, purchased electricity or cooling, a fleet, refrigerants or industrial processes fall within that definition.

But the broad definition is not the same as who must submit. The MRV duties under Article 6 apply to Sources determined by the Ministry and the competent authority, and MOCCAE is expected to confirm a limited list of direct submitters and aggregators in forthcoming technical guidance — so some entities may not need to submit directly. The course teaches you to write a cautious applicability memo ("likely in scope / requires confirmation") rather than an over-confident yes or no.

Yes. Article 3 applies the Decree-Law to sources in the State, including free zones. Free-zone status does not put a company outside the law — the competent authority is the local authority in each emirate, including free zones.

Do I have to start reporting right now — and who are the 'determined Sources'?

It depends, and key details are still being defined. The law is in force, and Article 18 gives Sources one year from entry into force to adjust their status. But that entry-into-force milestone is not the National MRV data-submission deadline — the submission deadline under Article 6 has not yet been set, and is expected to be published, with sufficient lead time, in MOCCAE's forthcoming technical guidance.

MOCCAE is also expected to confirm who must submit — likely a limited list of direct submitters plus aggregators reporting on behalf of others — so don't assume every UAE entity must register and file. The course doesn't tie you to a date; it teaches you to start data readiness now — applicability, source register, activity data, evidence — and to track updates with a regulatory watchlist, so you're ready when the guidance lands.

What is MRV, in practice?

MRV is Measurement, Reporting and Verification — the core of Article 6. Under the UAE National MRV the practical emphasis is on submitting clean Scope 1 activity data through the Integrated Emissions Quantification Tool (IEQT) on mrv.ae; the IEQT generates the data fields relevant to each entity's operations, sector and processes, and emissions are calculated centrally for a consistent national methodology.

So the skill that matters is preparing accurate, evidenced activity data by source category — exactly what the course builds: an MRV process map, an emissions source register, an activity-data request pack with data owners, an evidence pack, and a working GHG inventory you can also reuse for IFRS S2, GRI and bank or investor requests.

What are the penalties — and what records must I keep?

Article 15 sets fines for violations of Article 6(1) from AED 50,000 to AED 2,000,000, and Article 16 doubles the penalty for a repeat violation within two years. Employees with the capacity of judicial officers (Article 14) can detect violations.

Article 6 also requires keeping records of measured emissions for five years and enabling access by Ministry or competent-authority officers. The course builds the evidence pack and record-keeping controls that make that survivable — not a number with no file behind it.

I already report under GRI or IFRS S2 — do I still need this?

Different purpose. GRI and IFRS S2 are voluntary or investor-facing disclosure frameworks; the UAE Climate Law is a regulatory MRV obligation with penalties and record-keeping. Reporting under GRI or IFRS S2 does not, on its own, make you compliant with Federal Decree-Law No. 11 of 2024.

The good news: the data overlaps. Module 13 gives you a reporting reuse map so the emissions inventory, climate-risk screen and reduction measures you build for the law also feed GRI 305, IFRS S2 / TCFD-style disclosures, CDP and bank or investor questionnaires — without overstating what the law requires.

What is the free Executive Foundation Briefing?
